Uhuru's system blamed for odd budget for counties

County authorities on Tuesday claimed that the anomalies in the budgets for Nyeri, Laikipia, Kitui and Kakamega were caused by the Integrated Financial Management Information System (IFMIS).

Nyeri County Executive Committee member, Robert Mwangi alleged that the system altered information that was keyed in for a county government program.

“There is the challenge of the flow of information from the IFMIS Hyperion module and the IFMIS General Ledger where some information related to the newly created spending units is altered by the system in the process based on the parent programs,” remarked Mwangi.

Mwangi reitereated that the program is changed to that of the national government for standard budgeting and reporting.

According to Murungi Nadi, Laikipia County Finance Executive, noted that the information given by the Auditor General's report was incorrect.

“The budget we presented to the Controller of the Budget had no such items. The Auditor General Report is erroneous.

"Someone must have put such items to achieve some end,” said Nadi.

Laikipia county had irregularities for funds allocated to primary, day secondary and university education.

Waititu copy pastes State House budget

Last Thursday, Kiambu Governor Ferdinand Waititu was in trouble after it was showed that he had authorised a budget report duplicated from State House.

Waititu had been summoned before the Senate to explain various issues raised by the Auditor General regarding the usage of public funds in Kiambu County.

Among the issues raised, was the allocation of Sh 973 million for coordination of State House functions, Sh 58 million for South Sudan peace process, and Sh 804 million for free primary education. Another Sh180 million was budgeted for statutory benefits for the retired presidents.
