<h1>Jamaican reggae icon Eric Donaldson is set to perform in Kampala this month for the first time ever.</h1>

Eric Donaldson will perform live with Lion Story, Burundian band that fled their country after political pressure, at an even dubbed 'All Day Reggae Festival'<a href="http://www.pulselive.ug/incoming/police-to-arrest-people-in-camouflage-uniforms-id8224657.html" id="ae5a2683-bc83-5556-a9f7-3bd00f1d409f">at Jahazi Pier in Munyonyo on 22nd April.</a>

The reggae event will also be graced by The Dons and Reggae 5 band that includes Nazizi, Kenya's self-proclaimed "First Lady" of reggae.

Donaldson is known for hits such as Cherry Oh Baby, Land of My Birth, Traffic Jam, Lonely Nights, You Got to Let Me Go, Rock me Gently and Come Away.

He is first performing in Nairobi, Kenya, on Saturday 14th, for the second time since 2016, before coming to Uganda.

<h1>Superintendent of Police Patrick Onyango has been reappointed as Kampala Metropolitan Police spokesperson, a position he once served in two years ago before being replaced by Emilian Kayima who is now serving as the police spokesperson.</h1>

The reshuffle in the police force comes two days after the appointment of new Inspector General of Police (IGP) Okoth Ochola.

His appointment is among the many other transfers which were detailed in a radio message by Assistant Inspector off Police Moses Balimwoyo, the Director of Human Resource Management. Over 80 officers have been deployed to different offices of duty.

<h1>Former Buyende DPC Muhammad Kirumira can afford to smile after winning in a case where he is charged of forcefully eating a rolex of one of his junior officers.</h1>

Joseph Bukenya, a junior police officer, told court that <a href="http://www.pulselive.co.ke/bi/lifestyle/kirumira-charged-for-forcefully-eating-chapati-without-paying-id8059875.html" id="3614a483-d9ca-52d5-ba31-4e78bbc73c54">Muhammad Kirumira ate his rolex and refused to pay him when he was still the OC Nansana in 2013</a>.

“I want to tell this court that Afande Kirumira is a bad person. He used to eat people’s things without paying. He also ate my rolex and he did not pay me. I was operating a chapatti stall at the time,” Mr Bukenya said.

The charge was dropped on Tuesday by police prosecutor Catherine Kisemererwa after Joseph Bukenya failed to appear before police court to testify against Kirumira.

The maverick police officer, who is currently on bail, is facing a number of other charges including offences related to torture, corruption and unnecessary exercise of authority.

While on bail, he is supposed to report to report to the Professional Standards Unit everyday and refrain himself from talking to media.

<h1>Former presidential candidate Dr. Kizza Besigye has spoken out on the sacking of his nemesis and political tormentor Kale Kayihura for the for the first time after the surprise reshuffle and called him a schemer.</h1>

Besigye has on several occasions pointed fingers at former IGP Kale Kayihura for engineering and curtailing his political processes using the shield of Uganda Police Force.

He has accused <a href="http://www.pulselive.co.ke/bi/lifestyle/relationships-police-in-a-major-ugandan-city-are-considering-asking-women-to-register-their-boyfriends-id7390259.html" id="513ad403-da9a-57e7-89c3-e2174fe9d91d">Kayihura of gagging his freedom and rights through use of the controversial Public Order Management Act</a>.

Kizza Besigye described Kale Kayihura as a schemer who does things not in line with his values and who continuously allows himself to be used in a manner that projects him in a terrible way.

“As a human being, Kayihura is a fine fellow. I have known him for a long time. He is in many ways like Mayombo. Good people who offer themselves to be used in a manner that projects them as terrible creatures. Kayihura is a very intelligent man. His actions are not without his mind. These leaders are schemers, people who do things not in line with their values and that is the unfortunate thing as far as I'm concerned,” he said.

The four time presidential candidate says the problems within the police force are not the reasons why Kale Kayihura was sacked since he had been reappointed last year and approved by Parliament for another term in office – he attributes his sacking to the restrained Uganda and Rwanda relations.

“Mr Museveni and Paul Kagame have had restrained relations… Don't suppose it's the problems in the police that have caused this change. You mean Mr. Museveni didn't know the problems in the police? If he didn't know, then has failed in his duties. I don't think it's the goons of Kitatta and others that have brought down Kayihura -- a lot has to do with the other rivalry (Uganda-Rwanda relations),” Besigye says.

He says President Museveni is just recruiting military officers to head the police force because he is looking for people loyal to him. However, Besigye has opened gates to work with the police if they want to change.

“The training and mission of the police and military are totally different so why then do you have to recruit military personnel to head the police force. Museveni is looking for people loyal to him and nothing else...I don't expect any change, I don't expect my rights to be respected. I know even now if I went downtown, I would be taken to Nagalama; this is just a change of guards...If Police wants to change and become a people's police, we shall welcome them after all we are a people's government,” he said.

The former presidential candidate reiterated his for change and urged people to have some decency to say no to the regime.

<h1>The appointment of the Brig. Sabiiti Muzeei as deputy Inspector General of Police has caused a lot of reaction and controversy in the opposition circles with some moving to block his appointment.</h1>

The MPs allege that the new deputy IGP Sabiiti Muzeei was among the Special Forces Command security operatives who operationalized the raid at Parliament in December 2017 during the heated deliberations on the controversial amendment of Article 102(b) of the Constitution that sought to lift the presidential age limit.

Some legislators believe Sabiiti Muzeei’s appointment is a ‘reward’ from the president for his ‘excellent’ performance during the Parliament fracas where some MPs were brutalized and others severally injured.

“It could be a reward for him. President Museveni might have thought this man performed very well in what they did to Parliament. I want to ask President Museveni to have confidence in civilian police. Every time you choose to put the army in police, you bring a man who came to Parliament and did what he did and you think he deserves a reward; then it’s so unfortunate,” MP Kassanda North Nsamba Patrick.

Kampala City Lord Mayor Erias Lukwago also said the new IGP Okoth Ochola is competent but he will not be the one who will be ‘calling the shots’ but rather his deputy Brig. Sabiiti Muzeei.

“I have no doubt in Mr. Okoth Ochola's competences but I’m not sure he’ll be the one to call the shots. His deputy, Brig Sabiiti Muzeei is the one who’ll call the shots,” said Lukwago.

However, MPs belonging to the ruling party have praised the appointment of Brig. Sabiiti Muzeei as deputy IGP saying he is intelligent and deserved the position.

“I have known Brig. Sabiiti Muzeei for quite a long time. He has been heading military of the whole forces and I think he is quite intelligent,” Hon. James Kakooza

“It is not a reward for Sabiiti to deputize the IGP for beating us here in Parliament. He was commanding the SFC before, had he beaten us here?” Hon. Twinamatsiko Onesmus.

The newly appointed youthful deputy IGP Sabiiti Muzeei is optimistic about his new role in the Uganda Police Force and is looking forward to serve with dedication.

“There is no worry. In service, wherever you go you serve with dedication. The biggest principle in life is love. If you love yourself and neighbor, then you’ll do what is good for humanity,” Muzeei says.

<h1>Just two days after IGP Kale Kayihura was sacked by the president, the ghosts of his past deeds are coming to haunt him again after Network of Public Interest Lawyers vowed to revive torture charges against him.</h1>

The lawyers mentioned that they would revive the torture charges slapped on him and seven other senior police officers in 2016.

IGP Kale Kayihura and the other seven officers were sued in 2016 by Micheal Nyesiga and Muhereza who were allegedly clobbered and tortured on July 13, 2016.

The duo filed court papers seeking for a compensation of UGX50m and dismissal of the sued police officers.

In the lawsuit, the duo alleged that they were among the several people who were clobbered while escorting opposition leader Dr.Kizza Besigye following his release from Luzira Prison where he had spent two months on remand over treason related charges on July 13, 2016.

Network of Public Interest Lawyers (NETPIL) chairperson Daniel Walyemera says the move to revive <a href="http://www.pulselive.co.ke/news/politics/museveni-sacks-igp-kayihura-and-security-minister-tumukunde-id8069645.html" id="e4a27d13-5cb1-5007-85c7-296137a33fa9">torture charges against Gen. Kale Kayihura</a> pivots on the fact that “he is now an individual out of office”.

“Obviously the interference will be lesser because we are now pursuing an individual who has left office. This provides us with an opportunity to push further for the logical conclusion of these cases. People have to be held responsible for their actions, especially when it’s torture,” Daniel Walyemera says.
